Sticky Known Issues

3 things I noted:
- I had a great issue with getting the 9digit registration confirmation number to any of my Gmail accounts. Had to use a separate email to get it, because it just couldn't be delivered to gmail (checked all spam boxes and such);
- the welcome info & instructions for about-to-apply newbies is restricted to registered & confirmed users only (not sure if that's an actual issue or is working as intended?).
- template for application didn't download (Win 8, Explorer).
